Why fenced matters
In most European cities, leash law applies in all public spaces by default. Fenced dog zones are the legal exception: secure perimeters where a dog can run free without breaking municipal bylaws, without risking traffic, and without conflict with joggers, cyclists or other park users.

Poo bags are mandatory inside the fenced zone — most parks provide dispensers at the entrance. Fines range from 50 € to 750 € per missed pickup depending on the city and country.
