Brisbane began in 1824 as a penal settlement at Redcliffe, moved the following year to the river bend where the city centre now stands, and was only opened to free settlement in 1842. Capital of Queensland since 1859, it carried a reputation as an overgrown country town for decades, which World Expo 88 erased by turning the south bank of the river into a public park: South Bank. The metropolitan area now counts about 2.7 million people, and lives outdoors all year thanks to a humid subtropical climate. For a dog it is one of the most generous cities in Australia: more than 160 council off-leash areas, three official foreshore sites on Moreton Bay, an outdoor eating culture on every corner and, rare in this country, ferries that accept leashed and muzzled dogs outside the commuter peaks. The trade-off is sharp: buses, trains and trams remain entirely closed to them.
