Cascais sits at the southern tip of the Estoril coast, 30 km west of Lisbon. A fishing village turned royal summer retreat after 1870, it became the refuge of European aristocracy fleeing World War II in the 1940s — from King Umberto II of Italy to the Duke of Windsor. The city now counts roughly 215,000 inhabitants in the municipality (the historic centre proper barely 35,000) and remains one of Portugal's most prized seaside destinations. On dogs, Cascais combines a strict municipal code (leashes required in every urban park, concessioned beaches closed to dogs from 1 May to 30 September, fines from 100 to 600 euros) with a genuinely tolerant culture: dog-friendly terraces around the marina and Largo Luís de Camões, water fountains along the Paredão promenade, and three 24-hour veterinary services inside city limits. The eight legally restricted breed categories (Pit Bull, Rottweiler, Fila Brasileiro and others) are banned from the Cascais commuter line and regional buses.
