Zaragoza's public transport is a single tram line plus a dense urban bus network operated by Avanza, both under the CTAZ tariff umbrella. Spanish national rules apply: dogs in carriers smaller than 60×35×35 cm travel free on tram and bus at any time; medium and large dogs (on leash and muzzled) are accepted on the tram only outside peak hours, and are not accepted on standard urban buses. Renfe Cercanías and AVE high-speed trains accept dogs under 10 kg in a carrier free; larger dogs (up to 40 kg) on AVE require a paid pet ticket.

Línea 1 runs north-south for 12.8 km from Valdespartera to Parque Goya, passing through the historic centre, Plaza España, Plaza Aragón and Paseo Independencia. Trams run every 5–8 minutes from 06:00 to 23:00. Leashed and muzzled medium-large dogs are admitted off-peak — after 09:30 weekdays, all weekend, and outside the 17:00–19:00 evening rush. Small dogs in carriers travel any time. Single ticket €1.35; the tram is the easiest way to reach Parque Grande, Pinares de Venecia and the Casco Histórico from the south.
The bus network covers the rest of the city, including outlying neighbourhoods the tram does not reach. Strict rule: only dogs inside a carrier smaller than 60×35×35 cm are accepted. Medium and large dogs are NOT permitted on standard urban buses. This is a national rule, applied identically across all Avanza-run Spanish cities. For trips with a large dog from neighbourhoods like Casablanca, Las Fuentes or Actur to the centre, the tram (where it goes) or a taxi are the realistic options.
Zaragoza-Delicias is a major Renfe hub with AVE high-speed trains to Madrid (1h15) and Barcelona (1h30). Renfe accepts one dog per passenger up to 10 kg in a carrier free of charge on Cercanías, Media Distancia and AVE. AVE additionally allows leashed and muzzled dogs up to 40 kg with a paid ticket (€10–€20 depending on route), in specific train classes only — book ahead via the Renfe website. Iryo (the alternative high-speed operator on the Madrid-Zaragoza-Barcelona corridor) follows similar rules. The station has direct tram access on Line 1.
