Zaragoza rewards dog travellers who plan around the heat and the seasonal off-leash schedule. Spanish hospitality law is generous on terraces, the canine-zone network is one of the densest in Spain, and emergency veterinary cover is excellent. The biggest hazards are summer heat (40°C is normal in July–August) and the cierzo (a strong dry north-westerly wind that can blast through the centre any season).
Dogs must be on a leash of maximum 2 m on all public streets and in all parks outside permitted off-leash hours and outside the fenced canine recreation zones. Waste must be picked up — fines €100–€500. PPP-classified breeds (Pit Bull, American Staffordshire, Rottweiler, Doberman, Akita Inu, Tosa Inu, Fila Brasileiro and any dog over 20 kg with PPP physical traits) must be muzzled and on a 1-m leash at all times in all public spaces, and require a special licence to own.
Zaragoza summer temperatures regularly hit 38–40°C with very low humidity. Pavement temperatures can exceed 55°C by 14:00 — burning paw pads is a real risk. Walk dogs only before 11:00 and after 19:00 in July–August. Carry water and a foldable bowl on every walk. Dog water fountains exist in most major parks (Parque Grande, Tío Jorge, Pignatelli) but not on most streets. AC-equipped indoor cafés (Café Botánico, Palmaria, Burukuca) are lifesavers.
The cierzo is a strong, dry north-westerly wind funnelled down the Ebro valley by the Pyrenees and the Iberian range. It can blow at 70–90 km/h for 2–4 days at a stretch, any season. Most dogs adjust quickly; very small dogs and dogs with anxiety should walk in sheltered streets (the narrow grid of the Casco Histórico is well protected) rather than the exposed Plaza del Pilar or the Riberas del Ebro on a cierzo day.
