Vitoria-Gasteiz publishes a dedicated Citizen-and-Dog handbook on its official website (in Spanish and English) and signposts every off-leash zone of the Anillo Verde. Leash is mandatory everywhere outside those signposted zones, and the municipal fine for dog waste left in the public realm reaches 100 EUR for first offence under the 2024 ordinance.
