Toulon, France's main Mediterranean naval port since Louis XIV, stretches at the foot of the 584-metre Mont Faron on one of the world's finest natural roadsteads. Phocaeans, Romans, Saracens, then Vauban, who in 1679 turned it into the stronghold we know today: the quay Atlantes by Pierre Puget, the 16th-century Tour Royale and the Vieille Ville fortifications are the legacy of that era. In the 20th century, Toulon is sadly famous for the scuttling of the French fleet in November 1942 to avoid Nazi capture, and for the August 1944 liberation commemorated at the Mémorial du Débarquement at the summit of Mont Faron. For travelling pets, France requires the EU pet passport, ISO microchip and a valid rabies vaccination. Toulon is one of the best-equipped French cities for dogs: official cani-plage at Anse Tabarly, two fenced cani-parcs on the Mourillon, Réseau Mistral that officially admits large leashed muzzled dogs on buses and water-buses (a French rarity), and the Mont Faron cable car that takes dogs free of charge.
The cable car that climbs the 584-metre Mont Faron in 6 minutes from the Super-Toulon lower station, with a 360-degree Mediterranean panorama at the top. The tourism office confirms dogs travel free in the cabin, on a leash, with no size limit. Closes on strong mistral days.
The great Provençal market of Toulon, every morning except Monday under the plane trees of the Cours Lafayette. Fish, fruit, vegetables, flowers, Provençal herbs and street food: pichade, cade toulonnaise, socca. Leashed dogs are part of the daily market scene; bring your own waste bags. Made famous by Gilbert Bécaud's song Les marchés de Provence.
The official year-round dog beach at the eastern end of the Mourillon, with a dog swim zone, a ramp into the water for older dogs and shaded benches. Listed by the City of Toulon. Dogs on lead on the approach; off-lead permitted only inside the dog swim zone.
The coastal trail around the rocky Cap Brun peninsula east of the Mourillon, fully reopened in 2024 after 15 years of landslide closure. Cliff views over the Rade and the Iles d'Or. Dogs on lead tolerated on rocky zones; supervised sandy beaches ban dogs in summer.
The pedestrian quay between the harbour and the Vieille Ville, with French Navy frigates moored in the basin and the Atlantes Caryatids by Pierre Puget on the façade of the Musée National de la Marine. Flat 1 km loop, dog-accessible on lead at any time. The museum interior bans dogs other than guide dogs.
Two fenced off-leash enclosures installed by the City in 2023 on the Mourillon beaches: one for small dogs, one for medium and large. Seating, water point and waste-bag distributors. The only formally fenced off-leash space inside Toulon. Vaccination required.
