Saranda is an emerging dog-friendly destination best enjoyed in the off-season, when its beaches open up and the heat eases. A little planning around summer temperatures, the Corfu border, and Albania's informal pet culture goes a long way. These notes cover the rules, the heat, the paperwork, and the seasons.
Albania has no strict national leash regime like much of the EU, and enforcement in Saranda is informal. Keep your dog leashed in town and around the many friendly street dogs. Dogs are tolerated on restaurant patios but not indoors, and there are no fenced dog parks, so the off-season beaches and hill trails are your free-roaming options.
Saranda summers are hot, with July and August regularly above 30C and intense midday sun. Walk dogs only in early morning and after sunset, avoid the 12:00-17:00 window, and test paving and sand with your hand before letting paws touch it. Carry plenty of water on every outing, as shade is scarce on the promenade and hill trails.
Albania is not in the EU. To bring a dog in you need an ISO microchip and a valid rabies vaccination (with a health certificate for non-EU pets); the EU pet passport is accepted and makes life easier. Crucially, the popular ferry to Corfu is an entry into the EU, so your dog must meet standard EU rules with a valid passport or certificate or risk being refused at the Greek border.
For dogs, Saranda is at its best from mid-September to early May. The beaches are free and open to dogs off-leash, temperatures are comfortable, crowds and loungers are gone, and prices drop. Summer (June to early September) brings heat, packed paid beaches that exclude dogs, and busy ferries, so it is the least dog-friendly window despite being peak tourist season.
