Dog Travel Tips for Rouen

Spring (April-May) and autumn (September-October) are the best seasons to visit Rouen with a dog. Summer peak season brings crowded terraces and heat, and the Normandy coast beaches have dog restrictions from mid-June. In spring and autumn the weather is mild (12-18°C), parks are uncrowded, and coastal day trips allow full beach access. Winter in Rouen is grey but very quiet - excellent for solo walks along the Seine quais and through the Bois de Bonsecours.

Rouen follows French national law on dog management. Dogs must be on a lead in all public parks, gardens and pedestrian streets within the city limits. In the Bois de Bonsecours and forested hillside areas, off-lead walking is tolerated away from designated picnic and playground zones. Dog fouling carries a fixed fine of €68 in the city centre - bags are available from dispensers in most public parks. Certain dog breeds (category 1 and 2 dangerous breeds) require a muzzle in all public spaces in France.

France uses the euro (EUR). Rouen is a moderately priced French city - significantly cheaper than Paris for accommodation and food. Pet supplements on SNCF trains cost €7.50 for dogs over 6kg (flat rate per journey). ASTUCE bus supplements for large dogs are €2 per journey. Most hotels charge a pet fee of €10-20 per night; some boutique properties include pets free. Tap water is safe and dog water bowls are common at restaurants and parks.

French is the language of Rouen. English is widely understood in hotels, tourist sites, and many restaurants - particularly in the historic centre. The CHVN veterinary emergency centre has English-speaking staff. Basic French phrases for dog owners include 'Mon chien est bien élevé' (my dog is well-behaved), 'Est-ce que les chiens sont acceptés ici ?' (are dogs allowed here?) and 'Il a besoin d'eau, s'il vous plaît' (he needs water, please). Most signage in parks regarding dog rules includes pictograms.
