The paying lidos and supervised bathing beaches around Bregenz do not admit dogs in season, but the free shore does: the Pipeline path from Bregenz harbor towards Lochau is the local dog-swimming classic, and the beach by the old ferry landing in Lochau is a recognized dog spot. Water quality in the Bodensee is excellent.
