May to June and September to October are the sweet spots: average highs of 16-19 C, Port Meadow is accessible, and the tourist crush on the High Street and Radcliffe Camera is manageable. Avoid July and August when the city fills with summer schools and guided tours, and the narrow pavements between the colleges make walking with a dog genuinely difficult.

From the EU you need: ISO microchip, valid rabies vaccination (at least 21 days old, not expired), and a GB Animal Health Certificate (AHC) issued by an EU official vet within 10 days of arrival. The AHC is valid 4 months for onward EU travel and 4 months for return. Tapeworm treatment is required only for return travel to Ireland, Finland, Malta or Norway.

Port Meadow is the definitive Oxford dog walk: 1000 acres of common land shared between dogs, horses and geese, fully off-leash with no formal fences. Access from Walton Well Road (10 min walk from the city centre). The Thames Path from Oxford to Abingdon (7 miles south, flat, almost entirely off-leash riverbank) is the best longer route.
