Kotor is a relaxed, walkable bay town where leashed dogs are a normal sight on the waterfront and the open cafรฉ terraces. Dogs must be kept on a leash throughout Kotor, with enforcement strictest inside the walled Old Town, and there are no official off-leash zones in the centre. Owners must pick up after their dog, and fines for uncollected waste reach around 100 EUR. Dogs are not allowed inside churches or museums.
Kotor summers are hot and the Old Town's stone paving radiates serious heat. Walk dogs at sunrise or after 18:00, test the pavement with your hand before setting off, and always carry water as public fountains are scarce. The shaded village lanes and Tivat's pine promenade are far cooler than the open waterfront at midday.
Montenegro is outside the EU, so your pet crosses an international border in each direction. EU travellers use the EU pet passport, while non-EU travellers need an official veterinary health certificate. All pets need an ISO microchip and a rabies vaccination given at least 21 days before travel. Returning to the EU is a separate non-EU re-entry, so check your home country's rules.
Late spring (May-June) and early autumn (September-October) are ideal: warm but not scorching, the bay water is swimmable, and the cruise-ship crowds are thinner. July and August are very hot and busy, hard on dogs on the stone streets. Winter is mild and quiet, and dogs are tolerated on far more of the bay's beaches out of season.
