Dogs must be on a lead in all public areas outside designated off-leash zones. Fouling fines apply (typically €35). Dog tax (Hundesteuer) is required for dogs kept in Cologne, as a visitor this does not apply, but local owners must register their dogs and wear a tax disc (Hundemarke). No breed bans at federal level, but North Rhine-Westphalia requires a temperament test and special permit for some breeds, check current NRW rules if travelling with a breed on the restricted list.
