Cologne is an excellent destination for dog owners โ the city's culture is relaxed about dogs in public, the parks are well-maintained, and the Altstadt is highly walkable along cobbled pedestrian streets. The main practical challenges are the warm summers (the Rhine provides cool-down spots) and the Karneval season (late February/early March), when the Altstadt becomes extremely crowded and is stressful for noise-sensitive dogs.
Dogs must be on a lead in all public areas outside designated off-leash zones. Fouling fines apply (typically โฌ35). Dog tax (Hundesteuer) is required for dogs kept in Cologne โ as a visitor this does not apply, but local owners must register their dogs and wear a tax disc (Hundemarke). No breed bans at federal level, but North Rhine-Westphalia requires a temperament test and special permit for some breeds โ check current NRW rules if travelling with a breed on the restricted list.
