Budva is small and walkable, which suits dog owners well: the Old Town, beaches and promenade are all within a comfortable stroll. There is no metro or tram; getting further afield means intercity buses, taxis or a hire car. Montenegro has no single national pet rule for buses, so policies are set by each operator and often by the individual driver, which makes a leash, muzzle and carrier worth having ready.
| Mode | Policy | Tip |
|---|---|---|
| Intercity & coastal buses (Blue Line and others) | No fixed national rule. Small dogs in a closed carrier are usually accepted; larger dogs are at the driver's discretion and may need a muzzle. Always ask the driver before boarding and have a leash and muzzle ready. | ๐ก Buy a second seat or pay a small extra fare if asked. Travel off-peak so there is room for a dog and carrier. |
| Taxis & airport transfers (Tivat TIV / Podgorica) | Most local taxi drivers accept a leashed, clean dog, especially on a towel, but it is not guaranteed. Tivat Airport is the closest (about 20 km); transfers to Budva start around 40 EUR. Confirm pet acceptance when you book the transfer. | ๐ก Book a transfer in advance and state your dog's size. A pre-arranged pet-friendly driver avoids being refused at the airport rank. |
For most visitors the entire trip can be done on foot with a dog. The Old Town, Slovenska beach, the marina and the Mogren path are all within fifteen minutes of each other along flat, paved seafront. This avoids the uncertainty of bus pet policies altogether. If you base yourself in Budva centre or Becici and only day-trip to Kotor or Sveti Stefan, a pre-booked pet-friendly taxi or hire car is far more reliable than the intercity bus. In high summer, plan walks for the cooler hours and stick to shaded lanes and the breezy seafront rather than open asphalt.
