Founded in the 13th century around a counts' hunting lodge on the Hofvijver pond, the city has remained a royal Residence to this day, with an airy, tree-lined urbanism that sets it apart from Amsterdam or Rotterdam. Of its 560 000 inhabitants, more than 50 000 dogs are registered at the municipality, and the local culture gives them generous room: 11 km of coast at Scheveningen and Kijkduin, off-leash Natura 2000 dunes, central forests like Haagse Bos, and a transport policy that lets small dogs ride free in a carrier.
