Tallinn's public transport — trams, trolleybuses, and buses — is well-developed and clearly pet-friendly. Dogs travel free on all city transport when accompanied by a passenger, provided they wear a muzzle (if not in a carrier). The city also has excellent cycling infrastructure. For intercity travel, the national rail operator Elron allows dogs in the vestibule area of second class. The Tallinn–Helsinki ferry route (Tallink Silja, 2 hours) is the most pet-relevant international connection and has clear pet policies.
