Pamplona is one of Northern Spain's easiest cities for dogs: compact walled centre, 28-ha Citadel park as the daily walk, mild summer climate, strong pintxo bar culture welcoming dogs on terraces. The only constraint is San Fermines week (6-14 July) — bring the dog any other time.
May–June and September are ideal: 16-22°C, low rainfall, terraces in full swing. Avoid 6-14 July (San Fermines = 1M+ visitors, closed streets, constant fireworks). October–April are quiet but rainy (Pamplona gets 740mm/year, mostly winter).
6-14 July: the bull-running festival closes 90% of the old town to traffic, brings 1M+ visitors, fireworks every night from 23:00, and a constant 80-90 dB ambient noise. Every dog-friendly hotel sells out 6 months ahead, prices triple. Bring a dog only if you skip the week itself — the week before or after is much better.
Spain uses the euro. Pamplona is cheaper than Madrid/Barcelona: pintxo 2-3 EUR each, full meal 18-30 EUR, mid-range pet-friendly hotel 95-150 EUR/night, taxi to airport 15 EUR fixed. During San Fermines triple all prices.
