Lisbon is a genuinely welcoming city for dogs, but it has unique characteristics that require some planning. The hills, the summer heat, the cobblestones, and the beach season restrictions are the main things to know before you go. The good news: locals love dogs, the culture is relaxed, and the terrace dining scene is excellent for pet owners.
Lisbon summers are hot: July and August regularly reach 35–38°C. Pavements and cobblestones can burn paws severely. Walk dogs before 09:00 and after 19:00. Carry water at all times. Avoid the midday hill climbs in Alfama and Mouraria in summer. Monsanto Forest Park offers shade throughout the day.
Lisbon's calçada portuguesa (black and white patterned cobblestones) is beautiful but hard on sensitive paws, especially for older dogs or those with joint issues. Use park paths and riverside promenades as much as possible. Dog paw wax or boots can help for longer urban walks.
Dogs must be on-leash on public streets in Lisbon. Muzzles are required for dogs classified as 'dangerous breeds' under Portuguese law (includes Pit Bull, Rottweiler, Dogo Argentino, and others) in all public spaces. Dog waste must be picked up — fines apply. Dogs are not permitted on most beaches June–September during bathing hours.
Spring (March–May) and autumn (September–November) are ideal for visiting Lisbon with a dog. Mild temperatures (18–24°C), fewer tourists, and full beach access in autumn. Summer works but requires careful heat management. Winter is mild (12–16°C) and very quiet — most terraces stay open.
