Liepaja is a relaxed, low-density Baltic coast city of 67 000 people where dogs are part of the everyday street scene. The main local rules are simple: leash everywhere except inside the fenced lot at the shelter, scoop your dog's waste (fines apply), and stay off the marked bathing zone of the city beach in summer. The Baltic climate is the bigger planning factor, expect strong westerlies year-round and below-zero temperatures from December to March. June to September is by far the best season for visiting with a dog.
