Jūrmala (the name literally means "seashore" in Latvian) grew from a fishing village and 19th-century spa town when Riga aristocrats and merchant bourgeoisie built some 4 000 wooden Art Nouveau dachas here, all carved verandas and turrets. Stretched 33 km between the Lielupe river and the Slokas canal, the city today counts about 50 000 residents spread across separately stationed neighbourhoods (Lielupe, Bulduri, Dzintari, Majori, Dubulti, Jaundubulti, Pumpuri, Melluži, Asari, Vaivari, Sloka, Kemeri). Municipal ordinance bans dogs from the whole beach from April 1 to October 31; since November 2024 the full 33 km opens to leashed dogs from November 1 to March 31, making Jūrmala one of northern Europe's longest winter dog beaches. Away from the sand, leash is mandatory throughout and the city has no formal off-leash lot.
