EU pets: The UAE is not in the EU, so the EU pet passport is not used here. You need a MOCCAE import permit (around AED 200, valid 30 days), an ISO 11784/11785 microchip implanted before the rabies vaccination, and a rabies shot given after microchipping and at least 21 days before entry.
Non-EU pets: All visitors, EU or not, follow the same MOCCAE process: import permit, ISO microchip, rabies vaccination, and a health certificate from the origin country. Pets from countries not recognised as rabies-controlled may need a rabies titer blood test. Personal import is limited to two cats or two dogs per year, and breeds such as Pit Bull types, Rottweilers, Dobermans and wolf hybrids are banned. Pets arrive as cargo at DXB.
