The Canadian Food Inspection Agency requires every dog and cat over three months old to arrive with a valid rabies vaccination certificate written in English or French, issued and signed by a licensed veterinarian. The certificate must state the animal's microchip number, the date of vaccination, the expiry date and the brand of vaccine used, and a document missing any of those details can be refused by the border services officer. The CFIA recognises only a short list of rabies-free countries and territories, so travellers from continental Europe, the United States and most of the world need the certificate. Stricter rules apply to dogs from countries classed as high risk for dog rabies, including a minimum age of seven months and a 15-digit ISO microchip implanted before or on the day of vaccination. Check your own country's status with the CFIA well before booking flights.
Ontario is one of the few jurisdictions in the developed world that still enforces breed-specific legislation, and it is not a formality. Amendments to the Dog Owners' Liability Act prohibit anyone from owning, breeding, transferring, importing, fighting or abandoning pit bulls in the province. The definition is deliberately broad: a pit bull terrier, a Staffordshire bull terrier, an American Staffordshire terrier, an American pit bull terrier, or any dog with an appearance and physical characteristics substantially similar to those breeds. The ban has been in force since 2005, it has not been repealed, and identification is made on appearance, which means a mixed-breed dog that merely looks the part can be seized. If your dog is one of these breeds or could be mistaken for one, do not plan a trip to Toronto, and take independent legal advice rather than relying on a travel guide, this one included.
Toronto's year has two demanding ends. From roughly December to March the city salts its pavements heavily, and the salt burns paw pads and is dangerous if a dog licks it off, so boots or a paw balm and a rinse when you get back are not optional for a January visit. July and August bring the opposite problem: high humidity off Lake Ontario pushes the felt temperature well past thirty, so walk early or late and keep to shaded ravine paths at midday. Coyotes live throughout the ravine system and the City's own guidance is to keep dogs leashed in all public areas outside off-leash parks, to avoid ravine habitat in spring when pups are around, and never to leave a small dog or cat unsupervised outdoors.
