Perugia, founded by the Etruscans who left it cyclopean walls and the 3rd-century BC Arco Etrusco, was one of the twelve cities of the Etruscan dodecapolis before turning Roman, then a combative medieval commune and seat of one of Europe's oldest universities (1308). Its Fontana Maggiore carved by the Pisano family, the Palazzo dei Priori and the Rocca Paolina, a 1540 papal fortress now threaded with escalators, tell twenty-five centuries of continuous history. Umbria's capital of around 165,000 lives to the rhythm of its students, Perugina chocolate and Umbria Jazz every July. With a dog the hilltop city is simpler than it looks: a medieval aqueduct turned elevated promenade, panoramic gardens, fenced dog runs on the plain below and a university veterinary hospital open 24/7. Lake Trasimeno and its dog beaches are thirty minutes away by train.
