Cardiff, capital of Wales since 1955, counts roughly 372,000 inhabitants and is the country's economic and cultural heart. Born on the foundations of the Roman fort of Caerdydd in the 1st century, transformed into a Norman stronghold after 1081 and into the world's largest coal-exporting port by the early 20th century, the city was almost entirely reinvented after the last dock closed in 1978. The 2001 Cardiff Bay redevelopment, sealed by the 1.1 km barrage closing the Taff and Ely estuary, created a 200-hectare freshwater waterfront that is now among the most dog-friendly in the UK. On dogs, the municipal Public Spaces Protection Order (2018) requires dogs to be under control in every public area and to be put on a lead at the request of an officer, but no by-law mandates permanent leashing across the Bute Park / Pontcanna Fields system that covers 130 hectares in the heart of the city. Three year-round dog beaches in the neighbouring Vale of Glamorgan (Penarth north of the Pier, Jacksons Bay, Sully Island) and a 24/7 reference veterinary hospital in Tongwynlais round out an animal infrastructure among the best of any British capital. Since Brexit (1 January 2021), EU visitors must travel with an Animal Health Certificate (AHC) issued within 10 days of travel rather than an EU pet passport.
Fifty-three hectares of arboretum and riverside meadow along the Taff, gifted to the city by the Bute family in 1947. Off-lead permitted on the open lawns and the Taff Trail; lead required only in the small formal gardens and around play areas.
