The City is explicit that operators are free to say no, so the rule is really an invitation rather than a right, and the practical result is a patio season from roughly May to October in which hundreds of places put out a water bowl. Indoors is a different story: pet dogs are limited to specific areas under conditions, and most kitchens and dining rooms simply keep them out. Plan on eating outside, book the patio rather than the room, and check when you reserve.
