Pula`s Tourist Board signposts the town as pet-tolerant: leashed dogs are welcome around the Arena exterior, on the Forum, on most café terraces in the Old Town, on the Lungomare coastal path and on the Punta Verudela peninsula. Key gotchas: Brioni National Park ferries do not land dogs on the islands themselves (though the Fažana ferry pier and the village remain dog-friendly), and Croatian summer beach law (15 May-15 Sep) restricts dogs to designated dog sections.

Pula`s Mediterranean climate runs to 30 °C in July-August with stone-paved Old Town lanes that hold heat into the night - dogs sensitive to heat do best walking before 09:00 and after 19:00, with a midday rest in the apartment or in shaded Verudela pines.
