Montenegro is outside the EU, so your pet crosses an international border in each direction. For all dogs and cats, you need an ISO 11784/11785 microchip, a valid rabies vaccination given at least 21 days before travel, and a health certificate issued within roughly 10 days of entry. EU travellers can use the EU pet passport; non-EU travellers (UK, US and others) need an official veterinary health certificate or Animal Health Certificate. Returning to the EU afterwards is a separate non-EU re-entry: confirm your home country's rules, as some require a rabies titre test or tapeworm treatment. Montenegro does not quarantine pets that arrive with complete paperwork.
