Under the NSW Companion Animals Act, dogs must be leashed in all public places except designated off-leash areas, where they can be off-leash but must remain under effective control. Owners must pick up after their dog. Off-leash access is decided by each council and is often zone-based or time-based, so read the signs. Fines for off-leash offences or dogs in prohibited areas typically start around AUD 220. Restricted and dangerous breeds face extra rules.
The paralysis tick (Ixodes holocyclus) lives along the NSW coast, including Sydney's bushland reserves and northern beaches, and can be fatal to dogs. Use a vet-recommended tick preventive, check your dog daily after bush or coastal walks, and see a vet urgently if you notice wobbliness, a changed bark, or vomiting. Summer heat is the other big risk: walk early morning or evening, avoid hot pavement and sand, and never leave a dog in a parked car.
Sydney's famous surf beaches (Bondi, Manly, Coogee) ban dogs entirely. The dog beaches are mostly on the calmer harbour: Rose Bay allows off-leash at any time, while Sirius Cove and Cronulla's ocean-facing Greenhills Beach have time windows. Inland, Sydney Park, Centennial Parklands, and Rushcutters Bay Park are the go-to off-leash spots. Everywhere, respect the zone and hour signs; National Parks land bans dogs.
For a serious problem, Sydney has excellent 24/7 emergency hospitals: SASH (Alexandria for the city, North Ryde for the north) and the Animal Referral Hospital at Homebush for the inner west. Save a number and call ahead. Remember that trains and the Metro do not allow pets at all, and buses, light rail, and ferries only take a small pet in a carrier at staff discretion, so most dog owners rely on a car or a pet-friendly rideshare or taxi.
