Beach Access: Know the Dates
The single most important rule in San Sebastián for dog owners: the city beaches (La Concha, Ondarreta, and Zurriola) are open to dogs from 1 October to 31 May and closed to dogs from 1 June to 30 September during bathing hours. Plan your visit accordingly or head to Hendaia beach across the French border for year-round access.
Off-Leash Hours: Respect the Schedule
Monte Urgull and Monte Ulía have specific off-leash windows, not all-day access. In winter, off-leash is permitted from 18:00 to 12:00 (next day) on Monte Urgull; on Monte Ulía it is 18:00 to 12:00 year-round. During the on-leash hours (typically mid-morning to early evening), keep your dog leashed. Fines apply for non-compliance.
PPP (Potentially Dangerous Dog) Rules
Spain maintains a national register of breeds classified as 'Potentially Dangerous' (PPP, Perros Potencialmente Peligrosos). These breeds must always be leashed and muzzled in public spaces in San Sebastián, including in parks and on the hills, even during the designated off-leash hours. Owners must carry their PPP licence. Check with the Spanish authorities if your breed may be classified.
