Under the CDC rule in force since August 2024, every dog entering the United States must be at least 6 months old, microchipped, and accompanied by a completed CDC Dog Import Form obtained online before travel. Dogs arriving from countries classified as high risk for rabies face additional requirements including entry through a CDC-approved port, so check your specific country of departure on the CDC website rather than assuming San Diego International will accept your route. Cats currently face no federal rabies vaccination requirement on entry, although airlines generally impose one of their own. Confirm your airline's in-cabin weight, carrier-size and breed rules separately, since these are stricter than the federal minimum.
Sun, hot sand and the cold Pacific
San Diego's air temperature is deceptively gentle, averaging 23 degrees at the August peak, but the sun is strong and unbroken from May to October and dark sand and asphalt get far hotter than the air. Walk early morning or after 17:00 in summer, test the ground with the back of your hand before crossing a car park, and carry water everywhere, because Fiesta Island has no restrooms and almost no shade. The Pacific itself stays cool, roughly 15 degrees in winter and low twenties at the late-summer peak, with genuine surf and rip currents at Ocean Beach and Coronado. Mission Bay is the calm, shallow alternative. After heavy rain, keep dogs out of the ocean for 72 hours while urban runoff clears.
Leash rules, beach time windows and fines
In City of San Diego parks and beaches the municipal code permits a leash of up to 8 feet, while San Diego County code sets a stricter 6-foot hand-held limit away from home, so a 6-foot lead keeps you legal everywhere. Off-leash is lawful only at the roughly twenty locations on the city's published approved list. On city beaches other than the leash-free ones, dogs are permitted leashed before 09:00 and after 18:00 from April to October, and before 09:00 and after 16:00 from November to March, which is the single rule most visitors break unknowingly. A first leash-law violation is an infraction: a 50-dollar bail-schedule fine that reaches roughly 195 dollars once penalty assessments are added. Waste pick-up is mandatory citywide. California has no statewide breed ban, but individual hotels and buildings apply their own weight and breed limits, so confirm with your hotel directly rather than relying on a booking-site label.
