Since August 2024 the CDC applies one set of rules to every dog entering or returning to the United States, and it catches travellers who assume an EU pet passport is enough. Every dog must be at least six months old, appear healthy on arrival, carry an ISO-compliant 15-digit microchip readable by a universal scanner, and arrive with the receipt of a completed CDC Dog Import Form. That form is the piece people forget. Dogs from countries the CDC classes as free of dog rabies or low risk need nothing further, while dogs coming from a high-risk country need additional documentation, and where the animal was vaccinated abroad a foreign veterinarian must complete the Certification of Foreign Rabies Vaccination and Microchip form. In every case the rabies vaccination must have been given after the microchip was implanted, which is the detail that most often invalidates otherwise perfect paperwork. Check your country's current CDC classification months before you book flights, not weeks.
Portland requires a leash of eight feet or shorter whenever a dog is in a public place, which includes streets, sidewalks, transit stops, business parking lots and shared apartment grounds, not just parks. A loose dog outside a designated off-leash area is a Class C infraction in Multnomah County carrying a fine of up to 150 dollars for a first offence, and Portland Parks has publicly stated it enforces both the leash rule and the scoop rule. Licensing is a residents' obligation rather than a tourist one, since it applies within 30 days of a dog turning six months old or of moving into the county, but note that city park rules bar bringing an animal into a park if it is required to be licensed by Multnomah County and is not. There is better news on breeds: Oregon has no statewide breed-specific legislation, and the state's framework is behaviour-based, treating an individual dog's conduct rather than its appearance as the legal trigger. That makes Portland one of the easier North American cities for owners of bull-type breeds, in sharp contrast with Ontario or several US states.
Portland's climate has two faces and the dog-friendly one is not the one it is famous for. From November to March the city is genuinely wet, with around 20 rainy days in December, which is why every good patio here is covered and why a drying towel belongs in the car. July and August are the opposite: they are the driest months of the year, with around 15 mm of rain each, and the daytime heat now regularly reaches levels that make midday pavement dangerous for paws and midday exercise dangerous full stop. Walk early and late, and use the shaded creek trails in Forest Park rather than the open meadows at the Sandy River Delta. Late summer adds a newer problem: wildfire smoke drifting in from regional fires can push air quality into unhealthy ranges for days at a time in August and September, and a dog with a short muzzle or any respiratory condition should stay indoors on those days. Check the local air quality index the same way you check the forecast.
