Founded in 1251 by the knights of the Livonian Order, Pärnu grew into a Hanseatic trading post whose port shipped flax and timber across Europe. The Swedes fortified it in the 17th century: the Vallikäär moat and the Tallinn Gate, the only surviving Swedish-era town gate in the Baltics, still show it. In 1838 the first bathing establishment opened and the town became the Russian Empire's seaside resort, later Estonia's official summer capital, a title it still holds. Today its pastel wooden villas, award-winning promenade and huge sandy bay draw spa-goers and festival crowds. With a dog, Pärnu is surprisingly easy: four official dog swimming spots, a fenced dog park with agility gear near Mai beach, and a tourist board that publishes its own list of dog-friendly cafes and hotels.

A 600 m boardwalk with a viewing platform crosses the 341-hectare protected coastal meadow, grazed by the famous city cows. Dogs on a short leash welcome; nesting birds in spring.
The stone mole at the river mouth gives a salty walk facing the bay, and its left bank is one of the city's four official dog swimming spots. Skip it on rough-sea days.
