Leuven (Louvain), capital of Flemish Brabant some twenty kilometres from Brussels, is one of Europe's oldest university towns, its KU Leuven founded in 1425. It is also the beer city par excellence: the AB InBev giant, heir to Stella Artois, has brewed here for centuries, and the legendary Oude Markt, ringed entirely by cafés, is nicknamed 'the longest bar in the world'. The historic core lines up one of Europe's most flamboyant Gothic town halls, a UNESCO-listed beguinage and generous green spaces. For the traveller with a dog, Leuven is very welcoming: a compact, flat town led by a relaxed student population, with countless tolerant terraces, the cobbled lanes of the Groot Begijnhof to wander on the leash, and the Kruidtuin botanical garden to catch your breath. Belgian trains reach Brussels in 25 minutes and Brussels Airport in about a quarter of an hour.
The main square dominated by the 15th-century Gothic town hall, bristling with statues and pinnacles. Dogs cannot enter the Stadhuis, but the square is freely walkable on the leash.
