Getting Around Pärnu with a Dog

Pärnu is small enough to walk end to end, and Estonia is generally easy-going about pets on wheels: city and county buses take leashed, muzzled dogs, and the intercity coaches that link Pärnu to Tallinn and Riga carry small pets in carriers. There is currently no passenger train to Pärnu, so buses do the heavy lifting.
