Oslo's public transport network — operated by Ruter — covers T-bane (metro), bus, tram, and ferry, and pets are permitted across all modes subject to clear rules. Dogs may travel on public transport if carried in a closed carrier, or if on a short leash with a muzzle fitted. This muzzle requirement applies on all Ruter services and is enforced especially during peak hours. Small dogs and cats in closed carriers travel free of charge. Larger dogs on a leash require a valid half-price ticket (same price as a child ticket). The network is extensive enough that most of Oslo's key pet-friendly destinations — Frogner Park, Grünerløkka, Aker Brygge, Bygdøy, and the forest entry points at Holmenkollen and Frognerseteren — are all easily reachable by public transport with a dog.
