Austrian Badeverordnung (bathing regulation) prohibits dogs from the designated public bathing zones during official bathing hours in summer (typically 10am-6pm, 15 June-15 September). Outside those hours and at unofficial access points, dogs can swim freely. Each lake and municipality can set its own rules - check signs at the car park.
