Zagreb's compact Upper and Lower Towns are made for slow exploration with a dog. Most outdoor attractions accept leashed pets free of charge โ the funicular, the historic streets of Gornji Grad, the Mirogoj cemetery, and the broad terraces around Ban Jelaฤiฤ Square. Indoor museums (with the rare exception of the Museum of Broken Relationships' courtyard) do not admit dogs.

Built in 1890, the Zagreb Funicular is the world's shortest public funicular at 66 m. The 30-second ride from Tomiฤeva to the Upper Town accepts leashed dogs (no muzzle requirement). The summit terrace at Lotrลกฤak Tower has the best central panoramic view in the city.
