The 6th is Saint-Germain-des-Pres: literary cafes, galleries and the Jardin du Luxembourg as a backdrop. Most cafe terraces accept small dogs, the Luxembourg has very limited dog access reserved for guide dogs and a restricted southeast corner, and the side streets around Saint-Sulpice are calm. The arrondissement is elegant, walkable and well lit at night.
Dogs (except attack and molosser breeds) allowed on leash only in the restricted southeast section, accessed via the Gay-Lussac, Royer-Collard and Observatoire gates. Lawns and flower beds banned. Guide dogs allowed everywhere.
