The 1st arrondissement is the historic core of Paris, wrapped around the Louvre, the Palais-Royal and Les Halles. It is dense, walkable and stone-paved, with limited green space and heavy tourist foot traffic that small dogs handle better than large ones. Most prestige gardens here (Tuileries, Palais-Royal interior) ban dogs, but the riverside Berges de Seine and several quieter passages make a pleasant on-leash itinerary.
Dogs are banned from the main garden. The only authorized zones are the Jardin du Carrousel, the Feuillants terraces and the riverside terraces (Terrasses du Bord-de-l'Eau).
Leashed dogs welcome on the riverside walk, day and night. No off-leash zone.
