The 19th is arguably the most dog-friendly arrondissement in Paris together with the 12th and 16th, thanks to the Parc des Buttes-Chaumont, the Parc de la Villette and the Bassin de la Villette/Canal de l'Ourcq waterfront. The Buttes-Chaumont allows leashed dogs on most alleys with off-leash pelouses signed. La Villette is wide, flat, and welcomes leashed dogs throughout.
