EU pets: Montenegro is NON-EU. From the EU you need an EU pet passport, a 15-digit ISO microchip implanted before the rabies vaccination, a valid rabies vaccination given at least 21 days before entry, and a veterinary health certificate issued within 10 days of travel. No quarantine if paperwork is in order. Returning to the EU afterward is straightforward with the same passport as long as the rabies vaccination has not lapsed.
Non-EU pets: From non-EU countries you need a 15-digit ISO microchip, a rabies vaccination at least 21 days old, and an international veterinary health certificate from a licensed vet (for US pets, APHIS-endorsed). A rabies titer (FAVN/RNATT) test may be required depending on your country of origin; confirm with the Montenegrin authorities and your vet well in advance, as a titer test must be done several months ahead. UK travellers need an Animal Health Certificate rather than the old EU passport.
