Las Palmas's famous 3 km golden-sand beach and its seafront promenade are governed by the 2020 municipal beach and coastline ordinance, which bans dogs from the sand, the water and the adjoining Paseo de Las Canteras itself. The only exception is residents of homes directly on the promenade, who may cross it briefly on the shortest route to reach their door. Fines for breaching the ordinance range from 120 to 1500 euros, so this beach is for walking past with your dog on the inland streets, not onto the sand.
