July and August in Budva are hot, often well into the 30s Celsius, with strong sun and little shade on the coastal paths. Walk your dog in the early morning and after sunset, test paving with your hand before midday outings, and always carry water. Stone, sand and asphalt can burn paws, and short-nosed breeds overheat quickly. Use shaded terraces and the sea breeze rather than open promenades at peak hours.
Crossing into Montenegro is a real border, not a free EU movement. From the EU bring your EU pet passport, microchip, an in-date rabies vaccination (at least 21 days old) and a health certificate issued within 10 days. From non-EU countries you may also need a rabies titer test, so check months ahead. Keep all documents handy at the crossing, and remember the same rules in reverse apply when you head back into the EU.
Most ordinary Budva beaches restrict or ban dogs during the high summer bathing season. The dedicated pet zones on central Slovenska beach and the Avala-to-Mogren stretch, plus Buljarica near Petrovac, are where dogs can legitimately swim. Look for the posted pet-beach signs and rules, keep your dog leashed out of the water, and clean up after them.
Budva's VetMedica covers daytime care, but Montenegro's only 24-hour hospital is Hasvet International in Podgorica, about an hour inland. Save both numbers before you arrive: VetMedica +382 69 144 804 and Hasvet International +382 20 801 843. For a serious night-time problem, call ahead and drive to Podgorica rather than waiting for morning.
